This would depend on the documentation of the procedures. 22852 and 22830 have a CCI edit, but do allow for a modifier to differentiate between the services provided.

I can only base the response on the notes above, without additional significant reasons it would appear that they are inclusive. As you know it always comes down to the documentation to override the CCI recommendation.
