Can a TCM visit be billed if the patient contacts their PCP first within 2 days? We have been getting conflicted guidelines on whether or not we can bill TCM visits. Thank you

The assumption is that contact is made by the provider, but the language reads, "Communication with the patient or caregiver must be completed within two business days after discharge", but I have seen nothing in the guidance that indicates that you couldn't bill the TCM if the patient reaches out to you first.
