Technical difficulties with telehealth video

One of my doctors was performing Telehealth service and the video quit working but audio was still up. They are asking if they can still bill Telehealth even without video since it was a technical issue. Does anyone have any input please.....

A couple of people have posted similar questions. I have not seen any official guidance about this. I offer my personal opinion that if the entire visit was audio only, this is a telephone encounter and not telehealth. If the majority of the visit had taken place via video, and then a technical difficulty that was completed by phone, I would bill telehealth noting the situation. If I hear of any official guidance, I will update.
