Wiki Telephone visit less than 5 mins

I have a provider that did a telephone visit with a patient and he documented the total time of medical discussion as 3 mins, is there a way I can bill this out? or does the visit get waived because it's less than 5 mins? not sure there is a code for this

I don't see a code that would apply for less than 5 minutes. This is the reference sheet we are using.
