Is it possible for a pain management physician to bill for cpt code 23405 tenotomy?

It may be possible but I have never seen it. Physiatrists are non-surgical so I don't even know if it's allowed. 23405 requires an open incision. Are you sure it wasn't a percutaneous tentomy? In many years of coding physiatry that was what the physiatrists routinely billed for in my experience. It's sometimes referred to by the trade name TENEX and commonly done for lateral or medial epicondylitis. It can be performed in other anatomic areas. https://www.tenexhealth.com/product-overview/
