A patient came in with testicular torsion of the left testicle. The doctor reduced it and then as a precaution performed the same procedure on the right side.
I know that CPT states that the contralateral side is included and cannot be separately billed, but this code can be billed bilaterally.
Is the bilateral only billable when the other side also has a torsion?

I am assuming this was surgical, which is 54600 and does include fixation of the contralateral testis. You would code bilaterally if both testes were twisted and required reduction.
