Wiki To bill or not bill an E&M with -57

Patient comes in and a decision for surgery is made. The patient is scheduled to have the surgery 4 days later. An E&M is billed with no modifier.. But one day before the surgery, the patient comes in with a problem that may cause the surgery to be cancelled. The physician, after examining patient, decides it is okay to proceed with the surgery the next day. Can we bill an E&M with -57/decision for surgery even though the initial decision was made four days prior?
