We are trying to determine when you should use Tobacco use vs. nicotine dependence (cigarette). Any suggestions?

The provider has to state the difference.

"Use" is typically reserved for the smoker (or tobacco user) that is an occasional user....social smoker, for example, who has no nicotine dependence. Stopping tobacco use would not be an issue for these patients. That's the providers' call, however. It's sort of a fine line.

Nicotine dependence is reserved for those patients who are addicted to tobacco and would have or are having difficulty quitting.
