A physician who already did an initial admit consult for crohns disease requested our physician (in a different practice) to take over care of his patient who was in-- inpatient status and she is not medicare. Can our physician bill a consultation code 99251-99255??

You answered your own question when you stated that this is a transition of care. The first physician was NOT asking for your advice or opinion, but rather transfering care to you. If no one else from your practice & specialty has seen this patient, it is a new patient (or an initial hospital visit).
