Doctor performed the urolift implants, litholapaxy, and made "deep incisions made at 5 & 7 o'clock position across bladder neck" for BPH and bladder neck obstruction. He did use a resectoscope for the incisions. What is the most appropriate code for the bladder neck incision? 52450-52?

Since your urologist used a resectoscope to make the incisions and not a complete TUR of the bladder neck, I would suggest 52500-52 for your clinical scenario of using resections of the bladder neck at the noted locations.
