Please don't think me silly as I have been doing billing and coding for a long time, but have never run across this situation. We are an ob/gyn practice non-par with Tricare. Our office policy is that we only see Tricare patients for pregnancy. We don't see any Tricare patients otherwise. Is this legal?

I would think your office has the right to limit your services. I've heard of practices that limit their Medicaid/Medicare patients and only accept a small number of these new patients each month, etc. and I don't recall hearing that there was anything illegal about it. Seems like it's more of a business decision so my opinion is that it's okay.
