Tricare & Use of Modifier SA for Physician Assistants?

Hello - I have two questions related to SA modifier and specific to Tricare (if anyone knows).:
  1. For a physician who is billing for a Physician Assistant who performs services, is the SA modifier the appropriate modifier to use in all cases? My outpatient practice (behavioral health) is having issues with Tricare denials, and they told us to use a modifier, but they did not tell us what modifier to use. Would SA be correct?
  2. And does SA require following "incident-to" guidelines at all times?

Looking at my notes here, I have modifier U7 for PAs and SA for N.P.

note: google the incident to question, alot of insight on there for these modifiers.
