Wiki Type of Service

I'm starting in a new billing software and wondering what the type of service should be for 99100, 99140, PQRS, and flat fees. Should these be 1 for Medical Care or 2 for Surgery?

1 Medical care can cover this requirement for the software. Or the TOS for the PQRS can match the service it is reported with.
