Wiki Urgent Care S code to Primary but Medicare is secondary

The practice has a contract with Cigna and Aetna, POS 20 and the S code - Medicare is secondary and does not cover the S code. Does anyone have clarification in this situation from an Urgent Care. Should practice when knowing patients have Medicare as secondary to bill as POS 11 with the appropriate E/M code.

Any help is greatly appreciated.
