Wiki urology coding question - physician checked

If a patient went to the ER at 12:30PM and was seen by a urologist in the ER and at discharge at 10pm, how would this be coded? My guess is, this should be coded as an outpatient. The physician checked off 99222 on the superbill.
 
What does the order say? Was there an admission, or just a long ED visit? If there's an order, you code the POS based on the order (i.e. admitted to observation). If there's no admission order, and it's just an ED visit, it's under outpatient.

If your provider is the attending, and the patient was admitted to either observation or inpatient, you can bill admission/discharge same day code, because it's over 8 hours.
