Use/Billing of HCPCS T1003 in the Outpatient/Office Setting

Does anyone have information on the billing of T1003- LPN/LVN services, up to 15 min. with Ohio Medicaid?
Can this code be billed when an LPN performs "additional duties" in the outpatient office setting such as calling a Rx. into a pharmacy?
Thoughts/comments/supportive information please!
