Use of 99239

Hello,
I am new to E&M coding and need some help with the use of 99239. Inpatient 3 day stay; surgery; this e/m is coded as discharge day per the surgeon.

Is it appropriate to use this code? Patient had inguinal hernia repair.

Any help would be greatly appreciated.

Does the surgery have a global period? If it does then, no the surgeon does not get to bill for the discharge, it is part of the global period.

99239 is time based, they have to document that they spent more than 30 minutes providing discharge management. If there is no global period and they document greater than 30 minutes, it would be appropriate to use this code. If no time is documented you have to drop down to 99238.

How do you find out the global period for a proceedure?
