Use of Modifier 59 with an injection and hydration

Hello,

Our provider gave an injection of Phenergan, as well as hydration with D5NS, to one of our patients who had enteritis.

We had to use CPT Code 96360 and 96361 since the hydration lasted over an hour.

Would I put modifier 59 on the injection code 96372 and 96361?

Please help. It isn't for Medicare so the X codes shouldn't apply.

According to CCI edits the modifier would go on 96372
