what is the difference between v58.30 and v58.31.

The ER doctor change the dressing for arm laceration which was apply last week. There was no infection. Tell the patient to return in one week.
Can I use v58.30 or V58.31.
 
The between V58.30 and V58.31 is surgical/non-surgical wound only.
V58.30 is Encounter for change or removal of nonsurgical wound dressing whereas V58.31 is Encounter for change or removal of surgical wound dressing.

In this scenario ER doctor change the dressing for arm laceration, hence it would fall into surgical wound.

Code for this scenario is V58.31

What CPT code I will use for dressing change? The patient does not have PC doctor so he came back to the ER for dressing change. The doctor change the dressing and check the wound. The wound was healing well with no infection and the patient will follow up next week.
Can I use 99070 or 99024 with v58.31
