Just wanted to confirm that when billing a 35556 Bypass graft, with vein, femoral -popliteal, the vein harvest is included and should not be billed seperately.

That is correct. Look in the CPT book at the beginning of the Bypass Graft section. The guidelines there are very clear on vein procurement.
