If both of these are happening and the provider prescribes an antibiotic because of the voiding trial, does this constitute prescription management? or would this just be bundled into with the procedure?

A voiding trial, after removal of a catheter, after a TURP and an office visit would be included in the 90 day global and not somthing separately billable.

If not in a global, bill for the office visit. If you have the patient void into a complex flow meter, also bill 51741.

The prescription for a medication in this scenario is use of a drug prophylactically. Prophylactic tratment would not be covered. So your answer is no.

would it be correct to bill 51700 if the patient is coming into the clinic for a Voiding Trial, to include normal saline bladder instillation and foley catheter removal? We wouldn't also charge for bladder irrigation, correct?

If not in a global, bill for the instllation of saline with 51700 and have the patient void the instilled fluid. Removal of the foley may be included in a billed E/M service if provided and documented at the same encounter as the instillation. In this case, however, irrigation of the foley before removal of the catheter would not be a billable service.
