Question if an insurance company does not pay for Physical Exam or GYN Exam and the doctor still dx as well exam can you use 99213 or 99214 with code V70.00?

Confused because one coder said I could and another coder said I can't.

You have to code the service that was provided, regardless of whether the insurance will pay for it or not. If the patient was provided prev med, that is the code that needs to go out the door. Besides that, I don't know of any payers that will pay an E/M with a V70.0 anyway.
