We have a patient that came to our office with right shoulder and wrist pain. Our physician injected the right shoulder due to the pain, and x-rayed the right wrist. The patient has a scaphoid fracture. Does it matter which modifier is first with the E/M code? We would like to charge 99214 with modifiers 25 and 57.
