The procedure may be billed only under the performing provider.
The provider is responsible for the accuracy of the procedure note, so are they comfortable with someone else documenting their work? Check with your hospital's rules/regs....there may be an expectation that they document their own work unless they employ a scribe to do so, and if that's the case, there are some requirements with regards to the use of scribes. Providers can (and do) have other staff document or all of their notes, but their signature is an attestation that everything that's done is correct.
