would "family history: negative" not count for a PFSH?

I am looking at the PFSH in a case to see how many elements I have. The provider wrote the details of personal and social but only "family history: negative." Am I right that that's insufficient information (as worded) and doesn't count? The provider probably meant that there's nothing relevant in the family history, but I'm guessing that there must be more substantive information.

Because for ROS, someone told me that "ROS negative" doesn't count, although "all other systems negative" is acceptable.

(Putting aside that ROS is due to be eliminated as a criterion, as I understand.)
