Wiki Z00.129 vs z00.3??

I saw that this question was posted previously with no replies so I am going to ask again: Does anyone know what the difference is between these two DX codes? Z00.129 and Z00.3. I know that the Z00.129 states routine child (0-17) and the Z00.3 states exam for adolescent development state (0-17). My provider is using the Z00.3 for pediatric exams for 13-17 year old well checks because the child is considered "an adolescent" not for any concern over any pubertal conditions. My take on using this dx code would be for any problem or concern related to adolescence. Any help would be appreciated.
 
I haven't ever seen any of my providers use this. I would think that If they were coming in for Puberty issues, that would be the reason for the encounter then you would use the Z00.3. For well visits you use the Z00.129 or Z00.121 with or without abnormal findings.
