Wiki Observation vs Inpatient

I am needing some clarification. When a patient is initially admitted to observation status and then two days later goes to inpatient status, and the physician consults while the patient is in the observation status, do they bill it as an observation consult/visit or an inpatient consult/visit?

I have a lot of these and really need some clarification.

You will need to bill it at the location the face-to-face encounter took place so in this case it would be OP POS and OP consult/MCR office visit code as appropriate.
