Wiki 90 mods on bundles

Okay so i am having a hard time with a question my boss asked me to look into. We are a third party billing company and we do some of our testing in house and some ref out. With 90 mods but what happens when you ref out only a portion of a bundle but not all of it. Example. 80053 which has roughly 14 cpt codes under it. And we ref out 8 of them. If we place a 90 mod on 80053 it suggest that we ref out all of the cpts under 80053 but if we unbundled then to add the 90 mods to the correct codes it is ...unbundled.
