If a physician lists the medical allergies anywhere on a note, does this count towards the ROS?

Yes, I would agree. The physician must document what the pt is allergic to. Doesn't matter where on the note they dictate it, but it must be specific.

so if they mark it as "no known allergies" it would count as well

Yes I would count that. It was addressed, so it is documented that the pt has no allergies...Remember, The patient's positive and pertinent negatives can be counted in the ROS...
