BILLING 36470 for anterior neck sclero injections

We have a patient we want to treat with sclero injections for a venous malformation of the anterior neck. CPT code 36471 is for lower extremities. Code 36470 does not state it is for the lower extremities; is this code appropriate. I do not see a diagnosis code that supports sclerosing this area for that cpt code. Would 37799 be more appropriate? He was referred to us with a diagnosis of Q27.9 congenital malformation of peripheral vascular system. He first presented with one vein and it has significantly increased in number of veins. Any help is appreciated. TY
