Since Medicaid (Alaska) will not cover preventive exams for patients over 20 years old, is it appropriate to bill an E/M code for these visits?

It is never appropriate to use a code a non covered service using a code for one that is covered. If preventive is not cover for your states Medicaid, then what is the instruction for preventive services? Is it expected that you bill the patient? Usually a particular state Medicaid will have some procedure to follow for preventive services.
