If the patient has private insurance and Medicaid as Secondary. Can the patient receive VFC? If they can, can we bill the vaccine codes to private insurance with a 0.00 charge and modifier SL indicating they are state-supplied vaccines? And only receive reimbursement for the well exam and vaccine administrations?

We are a physician-owned practice in Mississippi. If a patient has commercial/private insurance as their primary and Medicaid as their secondary, the vaccines must come from the stock that the clinic purchases; we cannot use state-supplied vaccines. I found the Florida VFC Provider Guide and attached it.
