Patient had an excision of breast implant with a partial capsusulectomy. looking at cpt code 19328, is capsulectomy included ?

I would go with 19370 + 19328. No CCI edits exist for the code pairs and they are not mutually exclusive.

19370 is capsulotomy, your original question indicated a partial capsulectomy was performed...

If a partial capsulectomy was performed 19371 would be the appropriate code...it includes removal of the implant.
