Does anyone bill an Lcode when a cast is applied?

My doctor wants to bill Lcodes for cast application for custom-fabricated orthoses. For example, he wants to use L3808 for a patient with a thumb metacarpal base fracture. Is this correct? Or does casting CPT code + Qcode need to bill billed?
 
You have to understand that casting/splinting with CPT codes are not used when pre-fabricated supplies "out of the box" are given to the patient.

The L-codes are still supplies, they also include "fitting and adjustment" as part of the code and would not allow for billing for the work CPT code for application of a splint/cast.
