CMS MPPR- applicable to just outpatients? Or inpatient claims too?

Good day!
Are CMS MPPR (Multiple Procedure Payment Reduction) rules applicable to JUST outpatient claims? Or are they applicable to inpatient claims as well?
The MLN Matters articles and CMS Manual transmittals all reference therapy (PT/OT/Speech, etc.) services, and they reference CPT codes.
But CPT codes apply to outpatient service claims, not inpatient claims.
Does anyone know the answer to whether the MPPR rules apply to just outpatient claims?
