Wiki coding for pediatric vaccines

a parent and child came into our office for the 2mo visit and shots, after telling the nurse that shots would be be
be covered by her insurance, the nurse drew the shots up, the parent then refused the vaccines and decieded she would not be vaccinating her child. Can the vaccines be billed to the insurance with appropriate diagnosis code, or is the parent responsible for the cost of the vaccine?

This has happen to us in the past. You can not bill the insurance since the vaccines were not given to the patient. Our provider had to "eat" the cost of those vaccines.
