Can you bill a 99441 for calling the patient back with their test results of covid being that the physician designate that time to call the patient back and explain results and give counseling on what the next steps are? Or is that considered included in the initial office visit for testing for COVID?

Per the description of CPT 99441, it may only be reported if the service is "not originating from a related E/M service provided within the previous 7 days nor leading to an E/M service or procedure within the next 24 hours or soonest available appointment." So if the call to give the results was within 7 days of a related E&M service where the test was initially performed or ordered, you may not bill this code in any case.
