Do we have to bill the primary guidance code over the secondary one?
e.g......76942 is primary, and 77012 is secondary....I would like to bill 77012.
Is this okay?

I don't know how you(anyone) define a "primary guidance"? It is not appropriate to bill both, so I would bill the one that has the highest RVU.
