Doesn't look like this will be an issue, at least for the lame duck Congress. This article, from a well-respected trade mag, makes it seem the issue is DOA.

It is being "lumped" in with the defense bill that they are voting on this Friday, the 12th!! There is a Texas group that started the delay issue this time.
