pt has a medial meniscus tear (836.0) and chondromalacia patella (717.7) - 1 coder states that both ICD-9's can be billed even though current injury (836.0 - 836.6) is listed under excludes and the other coders and I state that 717.7 cannot be billed with the 836.0

who is correct?

I don't see a problem with using these together. The excludes under 836.0 do not list 717.7, they go all the way around it. 717.7 does not list any exclusions.

Anyone else?
