Does anyone know if there is a specific amount of time a patient needs to be on medication (specifically contraception) for it to be considered long term use? Is it a year?

It is not how long they have been on it, rather is there a stop date planned. The codes state longterm(current)
If the patient is currently prescribe the medication with the intent that this will continue then the code applies. It can be that the patient is getting the prescription for the first time at this encounter, but if it is not planned as a temporary medication, like an antibiotic for strep throat, then you apply the code at this encounter. This is especially important for diabetics. If this is the first prescription for insulin, and it is planned that they will remain on insulin then the code needs to applied to this claim. This s shows the medical necessity for the supplies the patient will need from other suppliers.
