What is correct billing for family practice, when doctor spend some time with patient's parent regarding patient, but patient is not present.
Can we bill office visit under patient name using patient dx?

Yes you can. Per the CPT2009 book (page 1): "Counseling is a discussion with a patient and/or family concerning one or more of the following areas: ..." Please refer to the book for the details. As for the type and level of service, that depends on the patient's status with your practice and the time & counseling documented.
