Medicaid vs Non-Medicaid Providers

We have been going back and forth on this. We are not contracted with Medicaid and do not want to be. However, we have possible patients wanting to see us as self pay. I know Medicaid has a form (like an ABN) that they can sign. Can they legally see us as self pay as long as they are informed up front and sign the form? I know that if patients are Medicare QMB, we cannot collect the Medicare cost share. Or if it is UHC MA Dual Full, we cannot collect. However, self pay entirely presents a different scenario for us. I appreciate your Medicaid expertise. Thank you in advance
