Can I please get your help for appropriate diagnosis codes for the following circumstances?

Patient comes into ED in police custody to take their own meds while being observed. Physician's final dx: medical monitoring encounter. What would be an appropriate diagnosis code for this visit?

Also, I have the same circumstance with the patient being in police custody and coming into the ED to take their meds, but the physician's final dx is medication therapy continued.
