Wiki Modifier XE VS MOIFIER 59

I was working edits and cpt codes 73140 and 73130 conflict so i appended modifier XE on 73140 and I was advised to append modifier 59 instead and the payor is MCMC
I thought we append 59 only if no other modifier applies or only for commercial payor. Please advice

It will depend on the documentation.. XE is for use when the services would bundle together if performed in the same session however your documentation can show they were perform in two different sessions such as one in the morning and one later in the afternoon.
