If the patient is unable to recognize objects in the vision screening or the hearing screening is attempted but unable to test for some reason should this be billed or only if it is completed?

We bill out the correct CPT codes 99173.53 or 99551.53 if the child is unable to do the tests.

The 53 modifier indicates that services were not completed.
