Well for our PQRS for neurosurgery is claim based. So we have to report 9 measures covered at least 3 domains

As Avon said, if your providers report individual measures they will each need to report nine measures that cover 3 quality domains. That has to include one cross-cutting measure. You might check with your state/local neurology society to see if they have a list of suggestions, but starting with measures related to E/M visits might make things easier.
If your providers are members of a medical society such as AAN, check to see if it intends to offer registry reporting for members this year.
