RISK is the same
Whether you are prescribing a new drug or managing/refilling/continuing/changing an existing prescription, you are still managing prescription medication. Your level of RISK is the same - moderate risk.
However, this does not automatically mean that your MDM is moderate. Either problem points or data points must also meet criteria for moderate MDM.
For example, if you have a patient with hyperlipidemia, which is well controlled on Lipitor, you reviewed the labs, and you continue that prescription ... you do have moderate risk for the Rx, but you have only 1 problem point for an established problem that is stable, and only 1 data point for reviewing labs, so your MDM is still straightforward.
