Wiki Provider wants to charge for time spend doing refills

I have a mental health client where the provider wants to bill for their time spent on refilling prescriptions for patients. I can find no guidance where this is billable. I'm getting major push back and I'm looking for black and white saying is this allowable or not.
 
I think you would want to start by reviewing what CPT codes are being proposed to be billed by the provider. For example, 90837 requires face to face interaction and includes pharmacologic management.
I really don't think (?) a prescription refill alone is billable unless the patient presented to the office or other face to face visit such as telehealth and/or other code requirements were met.
You could look at the 99241-99243 range maybe, if they are done via patient portal. Payers have differing rules on this though.
