Wiki Proximal amputation of big toe

When a amputation is at about the 80 % area of the proximal pahalange of big toe or just short of the mp joint would you code that out to 28820 or 28825....my problem is with this is it not done at the joint so it really wasnt a disarticulation but i dont see any amputation code that describe a cut straight through the phalange bone other than a ostectomy !?
